Wayne County Inmate Records and Jail Roster Search

Wayne County inmate records are searched through West Virginia's regional jail system rather than a sheriff-run local jail roster. People arrested in Wayne County are generally routed to the state-operated regional jail serving the county, so a Wayne County jail roster search starts with WVDCR tools for current custody and daily intake activity. The roster is useful for locating a recent detainee, checking whether a name appears in regional jail custody, and deciding which office to contact next for visits, money, case records, or post-sentence prison supervision.

Wayne County does not operate a stand-alone sheriff jail with its own public roster. The current jail lookup for Wayne County detainees is the West Virginia Regional Jail Offender Search maintained by the West Virginia Division of Corrections and Rehabilitation. For local readers, that distinction matters. The Wayne County Sheriff's Department may be the arresting agency or may hold records for sheriff-created reports, but current jail custody, visits, trust deposits, phone/video service, and most regional jail booking information route through WVDCR and Western Regional Jail and Correctional Facility.

Western Regional Jail and Correctional Facility is the primary facility serving Wayne County. It is a state-run regional jail in Barboursville that also serves Cabell, Lincoln, Mason, and Putnam Counties. WVDCR describes the facility as detention for pretrial felony and misdemeanor detainees and sentenced felony and misdemeanor jail inmates. State records list a rated population of 576 for the facility, but the research did not locate a static public table showing a live Wayne-only jail population.

The WVDCR jail search is public and free, but live searching is protected by reCAPTCHA. WVDCR states that public information is updated regularly, while also warning that jail data can change quickly and may not show the true current location, release date, status, or other offender information. Treat a roster result as a custody lead, not as the final criminal case record. Formal charges, hearing dates, bond orders, and final dispositions belong in the Wayne County court record after the arrest.

How to Use the Wayne County Inmate Roster

If the person was recently arrested in Wayne County, start with the WVDCR jail search, then use Daily Incarcerations when the booking is very new or the name search does not return a result. The statewide Offender Search landing page separates jails, prisons, daily incarcerations, and escapees/absconders, so choose the jail option for a current Wayne County regional jail detainee.

  1. Open the WV Regional Jail Offender Search for current jail custody, not the prison locator.
  2. Enter at least the first three letters of the person's last name. Use the full last name when spelling is known.
  3. Add the first name only when needed to narrow common surnames or separate people with similar names.
  4. Complete the reCAPTCHA and submit the search. The captcha prevents automated result capture and can also block saved sample profiles.
  5. If no result appears, check spelling variants and use Daily Incarcerations with Wayne County selected from the county dropdown.
  6. For a person sentenced into prison, paroled, or under active WVDCR supervision, switch to the WVDCR prison/supervision locator.
  7. If the case is federal or immigration-related, use the BOP or ICE locator rather than the regional jail roster.

The same person can move across systems as a case progresses. A new arrest may first appear in Daily Incarcerations, then in the regional jail search. A sentenced felony case may remain in a regional jail for a period while awaiting prison placement, then move to the WVDCR prison/supervision locator. A federal sentence belongs in the Bureau of Prisons locator after commitment to BOP custody.

Wayne County Roster Search Fields

The inspected WVDCR jail search form uses a simple name search. It does not present a county or facility dropdown on the name-search form. The Daily Incarcerations page is the county-based path and includes Wayne as a dropdown option. Because both active flows are captcha-protected, the public fields below should be used as search-entry rules, not as a promise about every result page.

Use that form for current regional jail custody, then move to the daily page, phone channel, or court record channel if the live roster does not answer the question.

What a Wayne County Inmate Profile Can Show

Research could not capture a complete live Wayne County inmate profile because WVDCR profile access is gated by the search captcha. For that reason, the fields below are limited to the public form, Daily Incarcerations fields, and WVDCR disclaimer language. Do not assume that every live profile displays every item, and do not treat booking or sentencing labels as court conclusions.

Field or ItemWhat It Shows or Means
Last NameThe required search input; WVDCR accepts partial or full last names with at least three characters.
First NameAn optional search input that narrows results when the last name is common.
CountyThe Daily Incarcerations filter; select Wayne County for Wayne admissions.
InstitutionDaily Incarcerations can present admissions by facility, including Western Regional Jail.
Current locationA WVDCR disclaimer field that may change quickly and may not reflect the true current location.
Release dateA WVDCR disclaimer field that may be stale or incomplete as custody changes.
StatusA custody-status item referenced by WVDCR, not a final court disposition.
Booking photographWVDCR's disclaimer governs booking photographs and restricts compilation or database-style republication.
Sentencing informationWVDCR warns that sentencing information is not meant to reflect the underlying criminal action; use court records for the case.

Jail, DOC, BOP, ICE, and Notification Channels

Wayne County custody records can point to several different systems. Use the regional jail search for current jail custody, WVDCR prison/supervision search for state prison and parole, BOP for federal inmates, ICE for immigration detention, and VINELink for custody notifications. If the roster result relates to charges, hearing dates, or disposition, compare it against Wayne County court records after a jail arrest before relying on it.

Booking Process in Wayne County

A Wayne County arrest can begin with the Wayne County Sheriff's Department, West Virginia State Police, a municipal police department, or another agency. If custody continues after arrest or court commitment, the person is transported for processing through the regional jail system that serves Wayne County. Intake normally involves identity verification, property inventory, security search, fingerprints, photograph, medical or mental-health screening, and classification or housing placement. WVDCR did not publish a Wayne-specific intake timeline in the captured public pages.

When the arrest is based on a criminal complaint, West Virginia magistrate rules require the arrested person to be taken before a magistrate without unnecessary delay. If the arrest was warrantless, a complaint must be filed promptly. At the initial appearance, the magistrate addresses the complaint, rights, counsel, and release conditions. Felony matters that may go to indictment do not require a plea at the first magistrate stage. A missing roster result should not be read as proof that no arrest happened, because WVDCR cautions that custody information can lag behind actual movement.

Visitation Hours and Scheduling

Western Regional Jail uses non-contact visitation by schedule. There is no walk-in visitation. Call (304) 733-6850 between 9:00 a.m. and 3:00 p.m. on the designated call-in day, and have adult visitor information ready, including date of birth, phone number, address, driver's license number, and license expiration date. Slots are taken until filled, and the facility page did not publish dress code, child visitor rules, locker rules, holiday exceptions, or alternate ID rules in the captured text.

Phone, Video, Mail, and Records Requests

WVDCR has contracted with GettingOut for calling and video visits. Facility-specific service availability can change, so confirm the inmate's custody location and account options before adding funds or scheduling remote contact. WVDCR pages link to statewide mail policies, but the captured Western Regional Jail facility text did not publish a facility-specific mail address. Verify the mailing format with the facility before sending letters, and do not confuse this West Virginia facility with similarly named regional jails in Virginia.

For records that are not online, use the West Virginia Freedom of Information Act framework and send the request to the public body that maintains the record. Ask WVDCR for regional jail custody or booking records, the Wayne County Sheriff's Department for sheriff-created reports, and the court clerk for court filings. WV Code sections 29B-1-1, 29B-1-3, and 29B-1-4 establish public access and exemptions, including limits for privacy-sensitive, law-enforcement, juvenile, sealed, expunged, and internal records.

Commissary and Inmate Funds

WVDCR directs family and friends to deposit funds through ConnectNetwork by phone at 888-988-4768, by web, or through the ConnectNetwork app. Money-order deposits use GTL Financial Services as payee and must include the inmate's full name and ID, the sender's information, and WV DCR Site ID 179. The money order maximum captured in the deposit form is $300, mailed to GTL Financial Services, 10005 Technology Blvd West Suite 130, Dallas, TX 75220. The published money-order fee bands are $3 for $5-$39.99, $4 for $40-$59.99, $5 for $60-$79.99, and $6 for $80-$300.

Union Supply's West Virginia package FAQ lists Western Regional Jail delivery on Friday, with orders due by the previous Thursday and up to two weeks allowed for delivery. Package ordering requires accurate offender and facility information. Because custody can change quickly, search the WVDCR roster and call the facility before ordering packages, depositing money, or scheduling a visit.

Note: Confirm current custody with Western Regional Jail before sending money, scheduling a visit, or placing a package order.
